Johnny Gallagher (Gene Hackman) is escorting his prisoner, Boyette (Tommy Lee Jones), from Germany to Washington, D.C. when Gallagher is mugged in a washroom at the airport. Boyette escapes, and Gallagher tries to track him down. In the process, Gallagher learns that Boyette is a pawn being used by senior military officers to prevent an arms control treaty between the U.S. and the U.S.S.R., and Soviet Col.
