Tom Farrell (Kevin Costner), is ordered to the staff of the Secretary of Defense in Washington, D.C., where he meets and has an affair with a local woman, Susan Atwel (Sean Young), who is then found murdered. Farrell is assigned the task of solving the crime and learns about a government cover-up. Susan had been having an affair with Secretary of Defense Brice (Gene Hackman), and he killed her.
