McGinley, John Mahoney, Keith David, Kathy Baker, Eli Wallach, Noble Willingham   Funding cutbacks have made matters worse at the VA hospital where Dr. Richard Sturgess (Ray Liotta) works. The red tape is awesome, and "Article 99" states that care can be given only if it can be shown that the problem is military-related. But Dr. Sturgess and his cohorts find ways of getting around this problem. This "M*A*S*H" wannabe isn't.
