Peck has criminals at his disposal and divides the bribery money collected among his four ex-wives and eight children with whom he is obsessed. When Avila finds officers willing to testify against Peck, they end up dead, and the investigation is filled with other problems—including resistance from Avila's superiors who consider Peck an asset to the force. Finally, Avila investigates Peck's partner, Stretch (William Baldwin), and Peck, who believes that Avila is investigating him only to seek a promotion, begins stalking Avila and even turns Avila against his wife, Kathleen (Nancy Travis).
