  Set in Harlem during the 1930s, this story involves Black and White gangs fighting for control of the numbers racket in Harlem. Ellsworth "Bumpy" Johnson (Laurence Fishburne) works for the queen of the Harlem's numbers racket Stephanie St. Clair (Cicely Tyson)—despite the fact that social worker Francine Hughes (Vanessa Williams) urges him to get out of the numbers game. When a White gang intrudes on the Black gang's turf, Bumpy declares war on Dutch Schultz (Tim Roth) who is leading the effort to get in on the action. Violence ensues as the body count escalates.
