Harry goes undercover into a terrorist organization—People's Revolutionary Strike Force (PRSF)—headed by Bobby Maxwell (DeVeren Bookwalter). The PRSF has kidnapped the Mayor (John Crawford) of San Francisco, and Harry and Kate are determined to rescue him. Lots of action in this good "Dirty Harry" film.
