  Based on a true story, this film is about Emmett Foley (Gary Oldman) and the inhumane treatment of Foley and other patients in mental hospitals endured in the 1950s. Foley is a Korean War veteran who is depressed and goes on a shooting spree hoping that police will arrive in his neighborhood and kill him so that his wife Mae (Frances McDormand) will be able to collect his insurance. Instead, police capture Foley, and he is sent to Chattahoochee, which is a Florida state mental institution. Foley experiences mistreatment, and, when his anger erupts, Dr. Harwood (Ned Beatty) administers shock treatments and tranquilizers. Throughout his years in Chattahoochee, Foley keeps notes on his abuse, and, with encouragement from his friend Walker Benson (Dennis Hopper), Foley sends letters of protest to authorities, which leads to an investigation during which Foley's story is told.
