Idealistic, left-wing Bill McKay (Robert Redford) is the son of powerful John McKay (Melvyn Douglas), the ex-governor of California. Marvin Lucas (Peter Boyle) convinces Bill to run for the Senate against Republican incumbent Crocker Jarmon (Don Porter). Marvin serves as Bill's campaign manager and meets obstacles head-on. Bill allows himself to be manipulated, gains supporters, and wins the election. By Election Day, Bill has lost his integrity, and he has become everything that he was once against. Faced with the prospect of actually becoming Senator, Bill asks, "What do we do now?"
