Dove (Jeff Bridges), former IRA sympathizer, joins the city's police bomb squad when Gaerity (Tommy Lee Jones) turns up in Boston. An old associate of Dove, Gaerity begins setting off a series of explosions, and it becomes Dove's mission to stop the destruction.
