When a plot is suspected that involves assassinating President Ballentine (David Rasche), all of the White House Secret Service agents are given polygraph tests. Over-the-hill agent Pete Garrison (Michael Douglas) has been secretly "servicing" the First Lady (Kim Basinger), and he fails the test. Even though his failure is for the wrong reason, Garrison is relieved of his duties. But, Garrison perseveres in trying to save the President's life, and his efforts lead to a confrontation with his once-good friend and fellow agent David Breckinridge (Kiefer Sutherland).
