The bandits are vandalizing cattle hoping to stir up discontent among the ranchers so that they will not be noticed smuggling dynamite across the border. Mr. Wong and Inspector Sam Street (Grant Withers) sort out the evidence, expose the killer, and Mr. Wong returns the gem to China.
