Walsh) connection to jailed pyromaniac Ronald Bartel (Donald Sutherland). Meanwhile, Brian suspects that his brother Stephen might be playing an important role in the arsons. All forces come together in phenomenal fire-fighting scenes.

  Sergeant Raymond Avila (Andy Garcia) is an investigator for the Internal Affairs Department of the LAPD who is obsessed with getting the goods on another cop, Dennis Peck (Richard Gere). Peck has criminals at his disposal and divides the bribery money collected among his four ex-wives and eight children with whom he is obsessed. When Avila finds officers willing to testify against Peck, they end up dead, and the investigation is filled with other problems–including resistance from Avila's superiors who consider Peck an asset to the force. Finally, Avila investigates Peck's partner, Stretch (William Baldwin), and Peck, who believes that Avila is investigating him only to seek a promotion, begins stalking Avila and even turns Avila against his wife, Kathleen (Nancy Travis).
