He soon realizes that Godzilla has returned and wants to use his story, but the Prime Minister (Keiju Kobayashi) tells him not to print it in order to prevent a panic among the public. Godzilla then destroys a Soviet submarine, and the story is released to prevent war because the USSR believes that the United States is responsible. The Pentagon sends reporter Steven Martin (Raymond Burr) to investigate, and, meanwhile, Godzilla returns to Tokyo to wreak havoc that almost results in a nuclear attack before Godzilla falls into a volcano set off by explosions in the area.
