Three escaped convicts–Ted Handy (Kim Coates), "Sonny" Bonner (James Villemaire), and "Shep" Wilcox (Gary Basaraba)–capture a school bus transporting deaf students and their teacher Melanie Charrol (Marlee Matlin). They take their victims to an abandoned slaughter house and hold them hostage. FBI agent John Potter (James Garner) is assigned to deal with the crisis. While police surround the building, problems ensue, including interference by New York State Assistant Attorney General Roland W. Marks (Charles Martin Smith), but Potter continues his efforts to free the hostages.
