Those crazy turtles that live in sewers have jumped off the pages of comics and are now on the screen. April interviews Professor Jordan Perry (David Warner) who has information on the ooze that transformed the mutated turtles into teenagers. The evil Shredder (Francois Chau) is still the leader of the Foot gang, and they kidnap Perry along with the last canister of the ooze as part of their plot to create dangerous mutants. Armed with Perry's anti-mutant antidote, the turtles set out, once again, to stop Shredder from performing his dastardly deeds.
