Yan's expulsion is actually a ruse to enable him to infiltrate the Triad Bureau, a crime syndicate. Meanwhile, Ming is actually a Triad member who is assigned to infiltrate the police department. Both are successful in their undercover roles and rise to positions of authority. When both organizations learn that moles are present in their midst, Ming and Yan are assigned to find the moles. A good flick.
