A secret government project's goal is to clone citizens, thus creating a society that can be controlled. Richard (Tim Donnelly), one of the subjects, escapes to warn the world of what's going on. The only thing saving the film from being an utter disaster is a couple name stars: Peter Graves and Keenan Wynn.
