Mr. Bean (Rowan Atkinson) wins a trip to the French Riviera where he hooks up with 11-year-old Stepan (Max Baldry) after asking Stepan's father Emil (Karel Roden)–who just happens to be a Russian filmmaker–to tape him boarding the train. Emil misses the train, and Mr. Bean and Stepan continue the trip while Emil reports that Stepan has been abducted. Meanwhile, Mr. Bean loses his passport, wallet, and luggage, but he and Stepan get a ride from French actress Sabine (Emma de Caunes) who is on her way to Cannes for the premiere of her new film. They make it to Cannes–just in time for more stumbling adventures.
