After being exposed to radiation, the turtles–Michelangelo (Michelan Sisti), Donatello (Leif Tilden), Leonardo (David Forman), and Raphael (Josh Pais)–have mutated into teenagers and are living in New York City's sewers. They become ninja fighters under the guidance of the rat, Splinter (voice of Kevin Clash). When problems develop with the Foot Clan gang, which is led by The Shredder (James Saito), the turtles team up with television reporter April O'Neil (Judith Hoag) and Casey Jones (Elias Koteas) to stop the gang in its tracks.
