A police officer, Terry Noonan (Sean Penn), returns to his childhood neighborhood in New York's Hell's Kitchen with orders to infiltrate a gang led by Frankie (Ed Harris), the brother of Terry's childhood best friend, Jackie (Gary Oldman). When Terry realizes that he still loves his childhood sweetheart, Frankie and Jackie's sister Kathleen (Robin Wright Penn), his loyalties become divided. It all leads to a bloody climax in this violent film.
