The scandal of selling drugs to finance a CIA war in Nicaragua is told in this low-budget, weak film. Ricky Ross (Glenn Plummer) wants to work his way out of the Los Angeles slums, and selling drugs is a good way to make money. He forms the "Freeway Boyz" and sets up the drug operation–not knowing that his suppliers are affiliated with the CIA.

Military commander Hawk (Casper Van Dien) and his unit are on patrol when they confront vampires and think they have killed them all. But Hawk's right-hand man (Kevin Grevioux) joins the vampires, and, to complicate matters further, Hawk's ex-wife, Dr. Laurie Williams (Jennifer O'Dell), has been conducting experiments in the area. Now she is the one who accidentally finds the evil vampire king, Javier (Tony Plana). Will Hawk be able to stop the assault and save his ex-wife, as well?
