But the mine is already occupied by Joe Ryan (Harry Woods) and his gang of bandits who are holed up trying to claim the mine's gold. Also in the mine is a mysterious phantom who spies on the goings on through holes in the wall. Who is the phantom, and will John be able to thwart the bandits? Throughout the adventures, love blooms between John and Janet (Sheila Terry) whose father had discovered the mine years ago.

  John Tobin and Dusty (John Wayne and George "Gabby" Hayes) team up to capture the outlaw Zanti (Earl Dwire) who killed John's parents years before. John takes Zanti prisoner after Zanti tries and fails to kidnap Dusty's granddaughter Ruby (Sheila Terry), but Marshal Walton (Jack Rockwell) believes that John is an outlaw. Meanwhile, Dusty is hiding in a mine where Zanti is shackled, but Zanti escapes. Now, John tracks Zanti into the desert where Zanti drinks poisoned water and dies. By story's end, John captures the other gang members, becomes the new marshal, and marries Ruby.

  This unusual story involves ex-gangster Richard 'Patsy' Gargan (James Cagney) who is appointed Deputy Commissioner of a reform school. He takes the position after the nurse (Madge Evans) at the school confides in him about the inhumane treatment being inflicted on the boys. He works to improve conditions at the reform school and the way the kids are being treated. But, Gargan leaves the reform school to kill a rival gangster, and then he goes into hiding. Meanwhile the poor conditions return at the reform school, and when the boys learn that Gargan is really a ruthless mobster they lose faith in him. But, Gargan returns, gets the warden Mr. Thompson (Dudley Digges) kicked out, and regains the boys' respect.

Over the next years, Vivian divorces Henry (Warren William), leaves her baby son with him, and marries gambler Mike (Lyle Talbot). Mary marries Henry, and Ruth works as the baby's governess. By now, Vivian is a drug addict and alcoholic and has become involved in a plot to kidnap her own son when her husband Mike hires "Harve the Mug" (Humphrey Bogart) to perform the kidnapping. During the kidnapping, both Vivian and her son are taken captive, but Vivian jumps out of a window, and the police rescue her son.
