Roy Murcant (Nick Mancuso) has made it big on the Las Vegas Strip, but many suspect that he is raking off part of the profits for himself. Along comes policeman Jack Newland (Louis Mandylor), who is trying to salvage his career by starting over in Las Vegas. Jack, as well as several others, tries to get his hands on the second set of books that shows the illegal activities.
