The chief prison guard is Officer Brown (Roy Jenson) who is a pawn of Slocums. New recruit Brian Courtland (Clu Gulager) finds his hands are tied as well. Everything about this prison appears to be corrupt, but that does not stop Courtland from attempting to bring about reform.
