  While serving with the Joint Chiefs of Staff, Colonel MacKenzie "Mac" Casey (Forest Whitaker) suspects that his senior officer, General R. Pendleton Lloyd (Jason Robards), is backed by millionaire businessmen in a plot to use the military to remove President William Foster (Sam Waterston) from office. There is not much time, but Casey uses all of his resources to stop the coup.
