  Choke Canyon is the site of the high-tech lab that is being run by David Lowell (Stephen Collins) who wants to harness energy from a space rock. Meanwhile, the Pilgrim Corporation wants to dump its nuclear waste in Choke Canyon, and they use violence in a ruthless effort to get their way. But, they have underestimated Lowell's ability to thwart their plans.

The PRSF has kidnapped the Mayor (John Crawford) of San Francisco, and Harry and Kate are determined to rescue him. Lots of action in this good "Dirty Harry" film.

After they take Jeremiah hostage for ransom, Brady and Billy form their own gang–including bounty hunter Kate (Linda Evans)–to rescue Jeremiah.
