Lauren (Jennifer Lopez) is an American correspondent from a Chicago newspaper who is assigned to the border town of Juarez, Mexico, to investigate unsolved homicides involving many women. It appears that the police are covering up the brutal crimes, and when one of the victims, Eva (Maya Zapata), escapes her captors she gives Lauren her story. While tracking down the attackers, Lauren finds herself in grave danger from a web of corruption that extends over both sides of the border.

Drug dealing and living outside the law is how John LeTour (Willem Dafoe), who suffers from insomnia, exists. When John's boss Ann (Susan Sarandon) decides to get out of the drug business, John must make decisions about his future. In the midst of John's dilemma, he runs into his ex-girlfriend Marianne (Dana Delany) and looks to her as the answer to his problems. But, Marianne is a recovering drug addict and doesn't want to become involved with John. John's problems grow even larger when the police investigate the murder of a woman involved in a drug transaction, and John worries that the clues are leading to him. Touches of humor offset the "heavy" subject.
