Cdr. Sam Keenan (Jean-Claude Van Damme) is serving as the Second in Command at the American Embassy in the Eastern European nation of Moldavia that is in the midst of a civil war. When Anton Tavaroy (Velibor Topic) leads insurgents in a coup d'etat, Moldavia's President Yuri Amirev (Serban Celea) seeks refuge inside the American Embassy. After U.S. Ambassador Norland (Colin Stinton) is killed by the insurgents, Keenan and the 15 Marines assigned to the Embassy must defend the Embassy until reinforcements arrive.
