Edward "The Torch" Garrotte (Jean-Claude Van Damme) is a serial killer who murders mothers and then sets them on fire. Recently retired Seattle police detective Jake Riley (Michael Rooker) is hired by a secret government agency to track down Garrotte. After they clone Garrotte as the Replicant (also played by Van Damme), Jake and the Replicant work together to get the job done.
