David Ackerman (Charlie Sheen) is the rookie assigned to tough cop Nick Pulovski (Clint Eastwood) as the replacement for Pulovski's slain partner. Even though he has been taken off the case, Pulovski is determined to avenge the dead partner's murder and is not going to let the German murderers Strom (Raul Julia) and Liesl (Sonia Braga) go free. He enlists Ackerman's help even though Ackerman has issues of his own including an unhappy girlfriend Sarah (Lara Flynn Boyle) and his estranged father Eugene (Tom Skerritt). Finally, when Pulovski is kidnapped by the murderers, it falls on Ackerman to solve the case and rescue his partner.
