  Dave Kovic (Kevin Kline), who looks exactly like U.S. President Bill Mitchell (also played by Kline), runs an employment agency specializing in temp. work. The President's Chief-of-Staff Bob Alexander (Frank Langella) asks Dave to stand in for the President at a luncheon, and Dave agrees. While Dave is attending the luncheon, the President suffers a stroke when he is having sex with his mistress. In order to keep the indiscretion a secret, Dave agrees to continue his impersonation of the President. It doesn't take long for Dave to learn how to run the government and promote changes he feels will improve the country.
