Sergeant Raymond Avila (Andy Garcia) is an investigator for the Internal Affairs Department of the LAPD who is obsessed with getting the goods on another cop, Dennis Peck (Richard Gere). Peck has criminals at his disposal and divides the bribery money collected among his four ex-wives and eight children with whom he is obsessed. When Avila finds officers willing to testify against Peck, they end up dead, and the investigation is filled with other problems–including resistance from Avila's superiors who consider Peck an asset to the force. Finally, Avila investigates Peck's partner, Stretch (William Baldwin), and Peck, who believes that Avila is investigating him only to seek a promotion, begins stalking Avila and even turns Avila against his wife, Kathleen (Nancy Travis).

Hippie poet Ted Whitley (Bud Cort) spends his time in 1974 on the boardwalk at Venice Beach, California, where he delivers his poetry inspirations. One day, Ted sees a vision: beautiful, bikini clad Linda (Kim Adams) emerging from the sea. Ted entertains Linda with his poetry and decides to pursue her. Linda does not share Ted's interest, and soon Ted resorts to using obscene phone calls and stalking–all of which terrorize Linda–to make Linda forever his.
