CIA agent Mark Graver (Lorenzo Lamas) kills a terrorist during a prison break. Unknown to the CIA, a secret microchip containing nuclear weapons information is hidden in the body. When terrorists attempt to steal the body, one of them, Alexis (Kathleen Kinmont), is captured. She consents to work for the CIA in hopes of being reunited with her daughter. After the body is stolen, the action begins when she and Mark lead the effort to regain it.

He continues his violent behavior and is soon lauded by the public as an unknown crusader of justice. He eventually confronts the crime boss and his wife's killer with predictable results.
