Comedian and nightclub bingo caller Eddie Ginley (Albert Finney) dreams of becoming a detective. Set in a post-apocalyptic world covered by contaminated debris fields, people live in cramped dwellings eating synthetic food. The birthrate of mutants is also increasing, resulting in the use of a Cyborg force to control population. One man, Moses Baxter (Dylan McDermott), dares to venture out in the wasteland, where he picks up debris that he might be able to sell. He comes across some android parts, which he takes to his girlfriend, Jill (Stacey Travis), who welds metal art objects. But the new find is part of a Cyborg, and it rebuilds itself from the parts Jill has on hand and then begins a killing rampage.
