Sir Henry Morgan (Torin Thatcher) claims to be a reformed pirate and has been ordered to put an end to the pirate Blackbeard (Robert Newton). Edward Maynard (Keith Andes) agrees to help Morgan because he believes that Morgan is still a pirate, and he wants to bring him down. Maynard allows himself to be captured by Blackbeard who also captures Morgan's adopted daughter Edwina (Linda Darnell) and her lady in waiting, Alvina (Irene Ryan). When the fact that Morgan and Blackbeard are working together is uncovered, sword fights ensue in this adventure about piracy on the high seas.

This historical drama focuses on the relationship between Queen Elizabeth (Bette Davis) and Sir Walter Raleigh (Richard Todd). Meanwhile, he falls in love with lady-in-waiting Beth Throgmorton (Joan Collins), and they secretly wed. When the Queen learns about the marriage, she feels betrayed and imprisons Raleigh in the Tower of London but later relents, frees him, and provides support for his trip across the ocean.
