In 1924, early Western film director/producer Bill Tilghman (Sam Elliott) retired and is then called to serve as chief of police in Cromwell, Oklahoma. He accepts the offer and upon arrival in "the most sinful town in the West" tries to take control of Cromwell away from cocaine-addicted prohibition agent Wiley (Arliss Howard). But, the task proves to be very difficult. Based on true accounts of Bill Tilghman's life.
