Taxicab driver Jerry Fletcher (Mel Gibson) is a critic of the government and doesn't hesitate to share his conspiracy theories with his fares. His confidante, Alice Sutton (Julia Roberts), is a Justice Department employee who becomes Jerry's reluctant ally when one of Jerry's conspiracy theories looks like it hit home. Jerry and Alice look for answers that lead to the evil Jonas (Patrick Stewart) and a mind control project funded by the government.
