  While trying to discover what makes the criminal mind work, the psychiatrist Dr. Clitterhouse (Edward G. Robinson) cracks a safe while attending a party. He then contacts beautiful Jo Keller (Claire Trevor) who fences stolen gems, she introduces him to gangster "Rocks" Valentine (Humphrey Bogart), and Clitterhouse ends up becoming enthralled with the underworld–all of which will lead to murder. "Rocks" is his victim, and Clitterhouse uses his psychiatric expertise to make the jury members find that he is insane.

Frank has appealed for parole but remains behind bars at Rocky Point Prison. He thinks that he has found a solution when he makes a deal to help "Hood" escape if "Hood" will help Frank prove his own innocence. "Hood" escapes but does nothing to help Frank until Frank's reporter girlfriend Joyce (Jane Bryan) steps in and convinces "Hood" to identify the real killer, Peter Kassock (John Wray), as the man who framed Frank. It turns out that Peter is also at Rocky Point Prison, and now his fate is sealed.
