  A government team is working on a top secret project to alter weather as a weapon of mass destruction. An experiment in 1992 did result in a large hurricane but could not be controlled. Now, seven years later, meteorologist Ron Young (Luke Perry) has developed a program that may allow success. Young is hired, and the test is run. A massive hurricane is formed and is to be aimed at Mexico, but things go wrong and it heads toward L.A. Young, finding out what his program is being used for, sets out to save L.A. Terrible.
