Sandy (Elijah Wood) is spending the summer visiting his uncle, Porter (Paul Hogan), in Key West, Florida. One day while boating with Porter, Sandy spots a dolphin, dubs him Flipper, and they form an attachment. When Sandy and Porter learn that toxic waste is being dumped locally, they realize the harm that could come to Flipper, and they set out to track down the culprit (Jonathan Banks).
