Senator Samuel Chapman (Charles Durning) has his ideas about the course of action, while Warren Lasky (Martin Sheen) is very concerned about possible outcomes and their effect on the future. Time is running out, and a decision must be made.

  Troma Films has had several low budget cult "hits," including the "Toxic Avenger" series of four films led by "Toxie" who fights for the good of all. In this first one, local geek Melvin (Mark Torgl) is harassed by the "jocks" and falls into a barrel of toxic waste. He is transformed into the Toxic Avenger (Mitchell Cohen), a superhero. Lots of gore in this comedy/horror flick, but it is entertaining.

He also saves the day in Tokyo by fighting crime. Still lots of gore. Example: "A decapitated man dances a hillbilly jig while his neck is spurting blood" (Troma Movie Guide).
