In his plot to impeach Governor Jim Arnold (Karl Hackett) and take control of the state, Dirk Randall (Glenn Strange) has the Governor's friend Billy the Kid (Buster Crabbe) framed for murder. The plot also involves the kidnapping of the Governor's niece Mary (Marjorie Manners). The plot works, and Sheriff Hastings (Hal Price) arrests Billy who then breaks out of jail, and, with help form his sidekick Fuzzy Q. Jones (Al St. John), Billy solves the case.
