A young policeman, John Trace (Stephen Baldwin), has problems accepting the tactics of his police unit that stops at nothing in the pursuit of drug dealers and mobsters. During one raid, Trace breaks the rules by setting a prostitute (Tia Carrere) free and, as a result, becomes the hunted target of both police and mobsters.
