This film version of the TV show (canceled in 1964) mixes animation and live action. Rocky and Bullwinkle remain cartoon characters rescuing Earthlings from Natasha (Rene Russo) and Boris (Jason Alexander) who cross over into the human world where they join Fearless Leader (Robert De Niro) in an evil plot to take over the world. It seems like a good idea, but it goes nowhere.

Ursula and George become infatuated with each other, and now George tries to adapt to a new urban "jungle" when he arrives in San Francisco to save Ursula from a life with Lyle and, perhaps, get her to join him in Africa.

George and Ursula (Chris Showerman and Julie Benz) still live in the jungle and now have a son (Angus T. Jones) who will soon be five. George must go to Las Vegas when he finds out that Ape (voice of John Cleese) is losing big at the casinos. Meanwhile, a lion tries to take over leadership in the jungle and, even worse, Ursala's mother (Christina Pickles), in cahoots with the dastardly Lyle (Thomas Haden Church), tries to talk Ursula into going back to "civilization." The real motivation lies in the fact that Lyle wants to build condos in their jungle.
