  Veteran police officers Murphy (Paul Newman) and Corelli (Ken Wahl) work as partners in the crime-ridden South Bronx area of NYC. The new precinct captain, Connolly (Edward Asner), arrives on the scene determined to put an end to the violence in the precinct. He promotes violent efforts by the police against the Bronx citizens, and Murphy tries to convince his superiors that police violence will not solve the problems. After fellow police officer Morgan (Danny Aiello) kills a street kid, Murphy and the other officers are told to ignore the brutal act. Murphy cannot abide by the directive and, as a result, becomes an outcast on the police force. This story is based on true experiences.
