Emil misses the train, and Mr. Bean and Stepan continue the trip while Emil reports that Stepan has been abducted. Meanwhile, Mr. Bean loses his passport, wallet, and luggage, but he and Stepan get a ride from French actress Sabine (Emma de Caunes) who is on her way to Cannes for the premiere of her new film. They make it to Cannes–just in time for more stumbling adventures.

Both are drawn to 9-year-old Esther, but it soon becomes clear that Esther's sweetness is just a facade, and Kate is the only one who sees that there is something terribly wrong with Esther–but her concerns fall on deaf ears as the film heads toward its devastating conclusion.

This sets off a string of events because Joey realizes that the gun can be traced as the one used in the killing of police officers, and now he could be targeted by both police and the Mob.
