CIA agent Mark Graver (Lorenzo Lamas) kills a terrorist during a prison break. Unknown to the CIA, a secret microchip containing nuclear weapons information is hidden in the body. When terrorists attempt to steal the body, one of them, Alexis (Kathleen Kinmont), is captured. She consents to work for the CIA in hopes of being reunited with her daughter. After the body is stolen, the action begins when she and Mark lead the effort to regain it.

The reason for the rescue soon becomes apparent to him: he is to drive the getaway car in a plot to capture the U.S. President (Roy Scheider). Lots of action–especially in the early part of the film that features crashes and car chases. Another film where ex-military men decide to take over when they're not happy with current policies–in this case, the cancellation of the "Star Wars" program.
