To make this film work you must assume that it really wasn't John Dillinger (Martin Sheen) who was shot outside the Biograph Theater, but rather his brother. Then, it makes sense that when Al Capone (F. Murray Abraham) is released from prison several years later and wants someone to recover the millions he has stashed away in the bank, he would turn to John. Of course Capone holds Dillinger's family hostage to ensure the heist is carried out.
