Residents of a California seaside town, Antonio Bay, are terrorized when an ominous fog carries in ghosts from a shipwreck. The residents–Councilwoman Kathy Williams (Janet Leigh), young Nick (Tom Atkins), teenager Elizabeth (Jamie Lee Curtis), and priest Fr. Malone (Hal Holbrook)–hear the news from local newscaster Stevie Wayne (Adrienne Barbeau) and piece together clues that reveal the ghosts have arrived because of what the city fathers did to them 100 years ago when they murdered a group of lepers and sent their bodies adrift in the ocean. Now, the ghosts have arrived in the middle of a dense fog to seek revenge.

Greedy land developer Drake (Jay Robinson) is buying up property in the town of Clear Sky and dumping toxic waste nearby. The result is bat-sized mosquitoes sucking human blood, and people are dying. Deputies Boone (Jim Youngs) and Tucker (Eloy Casados) investigate, and Boone calls in environmental agent Gordon Perry (William Sanderson). Meanwhile, Boone rekindles his romance with Sarah (Tracy Griffith) who has returned to town for a funeral. Gordon and Sarah discover the mosquitoes' nest in a mine. Sarah is trapped, but Gordon escapes to find help. Will there ever be a way to put an end to the ecological disaster?
