Crooked cops Divinci (James Belushi) and Rodriguez (Tupac Shakur) have been selling drugs to dealers and, in the process, have killed an undercover DEA agent by mistake. To hide their mistake they frame a homeless alcoholic, William (Dennis Quaid). But, when William decides to sober up, problems accelerate. Shakur's promising career was cut short when he was murdered just prior to this film's release.
